LBJ seeks new Cabinet post to unify Transportation Department
President Johnson urged Congress to create a cabinet level Department of Transportation to consolidate transit and safety agencies. He called for a national safety transportation board, a $700 million six year highway safety program, higher vehicle safety standards, and prototype funding for a 2000 mph supersonic aircraft with first tests aimed for 1970. He proposed merging agencies like the Office of Undersecretary of Commerce for transportation, the Bureau of Public Roads, Coast Guard, Maritime Administration, Civil Aeronautics Board safety functions, Interstate Commerce Commission, Great Lakes Pilotage, and more into the new department while keeping the Corps of Engineers involved in water projects.

Willis Seeks Exit From Gas Business
George W. Willis of Beckley told the Public Service Commission he will not sell natural gas after March 31 if his company is taken out of receivership by then. He serves 432 customers in Raleigh County and was placed in receivership April 4 after a $20,327 debt from United Fuel Gas Co. caused service disruptions. The receiver asked the county court to dissolve the receivership if revenue from the Willis spread cannot meet current expenses. United Fuel told the PSC that taking over the customers would be economically unfeasible. UFG and another firm argued over whether to extend service to Willis’ customers.

Ousted Sheriff Seeks Court Reversal Over De Facto Status
Clay County Sheriff Arnold Exline petitions the State Supreme Court to overturn a lower court ruling that he acted as de facto sheriff from 1960 to 1964 during his son Randall's administration. The court held his 1964 election violated the constitutional ban on succeeding himself. Exline denies any de facto status, saying he never served as deputy or took an oath. Citizens' attorneys argue the constitution bars anyone who acted as deputy from succeeding a principal.

Robertson Outlines Tourism Promotion Contract Rules
West Virginia Attorney General Robertson released purchasing guidelines for the Division of Purchases to prevent rubber stamping. A $23,000 six month tourism public relations contract with Sontheimer and Company, Inc. was deemed illegal for bypassing proper agency duties and for improper payment terms. The AG noted promotion of tourism falls under the Commerce Department with Natural Resources limited to collaboration, and warned the contract could create automatic renewal obligations for $90,365.63 if not terminated by a set date. The outline proposes further legislation to define purchasing director duties and requires substantive information submission.
