Americans Urged to Scale Trade with Belligerents
President Roosevelt issued a new appeal to Americans to limit trade with countries at war coinciding with his signing of amended neutrality legislation. The act extends the 1935 neutrality law to May 1 1937, authorizes arms embargoes and bans loans or credits to belligerents, and restricts purchases of government obligations tied to embargoed nations. Roosevelt urged exports of essential war materials be kept at peacetime levels to avoid aiding war.
