McNamara Defends Viet Nam Air Raids On Oil Depots
Defense Secretary McNamara defended U S air attacks on Hanoi and Haiphong oil depots as necessary to curb North Viet Nam’s use of trucks and power tunks for infiltration. He said 46 aircraft attacked, one F105 lost, heavy damage to depots, and 80 percent of facilities at Haiphong destroyed. He noted restraint toward civilians and that the operation aimed to save South Vietnamese and allied troops while forcing Hanoi to divert resources.

Senator Edward M. Kennedy urged that his draft lottery design would work, arguing it would improve fairness and efficiency. He proposed 19 year olds be entered in a national drawing each year, with deferments mostly unavailable and college entrants joining the lottery after graduation.
