Hal McGinnis Scott, known as Hal, built Beckley’s roads and rail links from early coal days to modern times. Born 1886 at Crow, he studied at West Virginia University, served in WWI, and led county roads work before guiding Smokeless Coal Association operations. Now 74, he foresees a bright Beckley with small plants, a strong hospital center, and ongoing growth.
