West Virginia cuts billboard costs on interstates

State Orders Spending Cut Across Virginia Agencies
Virginia state departments are ordered to reduce spending by 3 percent at the start of the new fiscal year July 1. Finance Commissioner Truman E. Gore said the Board of Public Works issued the directive to prevent operations from running in the red, which is illegal under state law. The current year began with an $11.1 million balance and a surplus is unlikely. revenues are about $4 million below forecast. The 3 percent reserve mandate remains for the 1961-62 fiscal year as needed.
