The Shady Spring Public Service District claims majority backing for its sewer plan, while a citizens committee led by Earl Richmond denies consent. District spokesman Robert Clark cites an oral petition with over half of potential customers signed, though the document is unverified. The plan estimates 3.3 million dollars in costs, 55 dollars per customer initial, and about 4.98 dollars monthly for a typical family, 1.6 times the water bill. Affected residents face possible legal action by NBPSD. North Beckley committee hires Welch lawyers A. C. Cunningham and Thomas Seay to challenge or govern the district.
