Stephen Bayne a 17 year old high school senior in Westbury New York declined a citizenship award from the local American Legion post saying he cannot respect the Legion policies. He spoke during senior awards and then did not return to class. Principal Beckham and others criticized the refusal and an apology was planned. Bayne is top in his class and has a Harvard scholarship.

PARKERSBURG AP A 100th anniversary observance of the first land battle of the Civil War at Philippi West Virginia is planned for May 31 June 3 next year. The four day event opens a centennial series on 1861 campaigns in the Tygart and Kanawha valleys. Ohio and West Virginia Civil War Centennial Commissions will meet to plan the observance and tourist plans. William S Carlson chairman of the Ohio Commission said the sites in West Virginia were chosen to mark Ohio troops first action at Philippi and later in the valleys.
