UPI reports 13 year old David McReynolds, son of former Williamson resident Charles D MacReynolds, was struck and killed by lightning while taking shelter under a tree during a rainstorm after swimming in a pool. He had moved to Chicago about a year earlier.
Former Cleveland Mayor Anthony Celebrezze was sworn in as President Kennedy's new secretary of health education and welfare on the White House lawn. Kennedy praised the appointment calling it the most responsible assignment he has faced. Celebrezze pledged to meet the tremendous challenge ahead as relatives watched the ceremony.

The firms are barred from consolidating or mixing assets and other business elements. The Justice Department filed suit in January 1960 under the Clayton Act alleging Alcoa acquired Cupples stock in exchange for Alcoa stock and seeks divestiture.
Washington anxiously watched a new space communications compromise collapse amid bitter Democratic debate. Senator Morse blocked a cloture petition as Kerr accused of monopoly control while Mansfield condemned dilatory tactics and Dirksen urged resolution.
Dr. B W Steele of Mullens resigns as chairman of the Wyoming County Republican Executive Committee after a called meeting. The six year chairmanship ends as the party seeks a younger leader. Steele to assist the successor and aid the GOP. He heads People's Bank of Mullens and was named Doctor of the Year by the West Virginia Medical Association.
London British Foreign Secretary Lord Home said there is a chance for East West agreement on a nuclear test ban. He cited new scientific data improving detection of explosions and noted timing after Kennedy met with Arthur Dean and other disarmament advisers to discuss concessions.
JFK convened top advisers before deciding whether to ease push on nuclear test ban. He met Monday with Secretary Rusk Defense Secretary McNamara and disarmament negotiator Arthur Dean for nearly two hours and scheduled a follow up session for Wednesday. Dean plans to return to Geneva negotiations with Kennedy's final decision.
A tentative reopening date for Eccles and Helen mines of the Eastern Gas and Fuel Associates is set for September 4, announced by a company official. Openings remain tentative with market conditions to be the controlling factor. an exact date will be decided later in August. Mines have been closed since the mid July miners’ holiday.
Beckley's Raleigh Register and Post-Herald advised to prepare a scrapbook and display of their Honey In The Rock promotion for WVPA and National Editorial Association competitions. The Bulletin notes June community service honors, with editor Roy Lee Harmon cited for best editorial in June. The Register-Post Herald combo won best editorial for June 23, and Emile of the Post-Herald earned honorable mention for Decries Religious Instruction in Public School System. The New River Supply ads earned top ad in papers over 5,000 circulation. The Register's 32 page issue and the Post-Herald's 28 pages carried four color ads.
