Governors Back Most-Votes Candidate Resolution Faces Resistance
A United Press International report says the National Governors Conference backed a morally incumbent resolution to support the candidate with the most popular votes in November if no electoral majority exists due to Wallace's third-party run. The plan resembles Capitol Hill talks urging pledges to back that candidate to neutralize Wallace. Nixon favors the Capitol Hill plan, Humphrey denies any deal with Wallace, Rockefeller meets with North Carolina delegates, Reagan says no meeting with Rockefeller, Kennedy advisers discuss memorials, and Wallace heads to Des Moines for a dinner and rally.
