Flood Ravages Richwood Area Amid Massive Guard Presence
Torrential rains caused the Cherry River to flood Richwood and six nearby counties. Eighty National Guardsmen plus police patrolled mud filled streets as Army Engineers and Marines worked to replace washed bridges. The disaster damaged homes, prompted evacuations in Gauley Bridge, and shut rail and water services. One death, a heart attack during evacuations, was reported. Richwood losses reached about two million dollars. Authorities planned temporary bridges and shelters. Red Cross moved relief HQ and coordinated aid. A separate legal notice announces a trustee sale for Lot 68 in Stamford, Raleigh County, at 1:00 PM on July 31, 1954.

Fight for Power Looms Between Chinese Chiefs
In Hong Kong a report cites a power struggle in China between Premier Chou En-lai and Liu Shao-chi. Francis Griffith, an Australian observer, notes Chou as China’s more cautious, isolationist leader and Liu as the expansionist, Mao’s chief theoretician, with tensions rising as Mao’s health wanes and party policy debates intensify.
