Soviet delegate Arkady A. So bolyev said the USSR was not threatening the United States with rockets but warned in the UN Dont touch Cuba.
Sobolev told the Security Council that the Soviet Union would defeat U S attempts to overthrow Fidel Castro and warned that economic war would be used to support Cuba. He opposed moving the case to the OAS, calling it U S dominated and eager to curb Cuba’s sovereignty. Nine council members spoke in favor of the resolution.
Leopoldville reports say Belgian soldiers began withdrawing under UN supervision to 7 pm Saturday as Maj. Gen. von Horn and UN Undersecretary Bunche plan further talks. The Congo Senate rejected Lumumba's ultimatum while the House backed it but refused special powers without parliament.
A powerful explosion destroyed the J C Penney Co department store in Merrill Wisconsin killing eight people and wounding 13. Mayor Ralph Voigt called it a terrible event as investigators led by J S Stats and John McHale of the State Industrial Commission began probing the blast.
In Havana Fidel Castro accused the United States of shifting the Cuban dispute from the U N Security Council to the OAS to pressure smaller Latin nations. He decried U S aid plans as bribery and warned that OAS actions would disadvantage Cuba, while signaling openness to Soviet aid amid the ongoing tensions and anti Communist incidents in Cuba.
Union leaders say the strike will continue with Joe Dwyer and seven or eight international labor reps at a Plumbers and Pipefitters Hall meeting. R. E. Myers, conciliator for the Laborers International Union, reports locals pledged support and plan to strike projects by Wipperman Construction Co. Basil Meadows and Foley Construction Co. anywhere in the state. Contractors pay $2.50 to $2.60 elsewhere but $1 to $1.25 locally in Beckley.
Beckley businessman Hulett C. Smith and West Virginia Democratic chair says he will not seek the state auditor race. He cited other responsibilities and called the decision final, refuting a Charleston Gazette report he would run if nominated. Edgar B. Sims, longtime auditor, has died and will be replaced by the state executive committee. Beckley attorney Jack A. Nuckols is among potential candidates mentioned.
In Miami a Shenandoah Presbyterian Church youth group began a round-the-clock prayer marathon during a constitutional school Bible reading trial. Thirty youths take one hour shifts as the case moves toward potential Supreme Court review before Circuit Judge J Fritz Gordon. An overflow crowd prompted moving the trial to a larger courtroom amid tensions between a self described agnostic and Jewish and Unitarian plaintiffs.
Republicans shaped their 1960 platform with 109 members of the Platform Committee in Chicago and urged a pro America policy while rejecting the Democrats’ idea of a Garden of Eden. Rockefeller pressed for a strong civil rights plank and possible anti-discrimination steps in federally licensed business and sit-ins. Kennedy structured a state campaign leadership to reduce intraparty strife, naming William F Battle in Virginia, as Mississippi tensions surfaced with Gov. Barnett opposing Kennedy’s approach.
A delegation from United Mine Workers local unions in Logan travels to Washington to challenge a welfare and retirement fund cutback effective July 1. The 32 miners from 16 locals seek talks with fund officials over loss of health medical and death benefits for members inactive a year, while pensioners remain unaffected.
Charleston dispatch reports the State Police seek 15 new recruits next month to reach 279 strength. Starting pay is $250 a month with 30 months service raising to $300, plus $3.50 daily board and room. Only 29 of 241 recent applicants passed prelim tests, interviews and further testing slated Thursday. Some recruits have military obligations.

Tokyo AP Japan’s new premier Hayato Ikeda pledged Western alliance ties and an anti neutralist policy. He criticized Nobusuke Kishi’s tactics in passing the U.S. Japan security treaty and urged interparty talks with the Socialist opposition. Ikeda backs normalizing Red China relations and expanding cultural economic exchange. He warned against violence and faces the Miike coal mine labor dispute as a key immediate challenge.
About 50 miners were trapped by an underground fire at an iron ore mine in Salzgitter Germany. Four bodies were recovered as rescue teams worked to reach others. Flames and fumes blocked escape routes and a mine spokesman said a spark may have ignited the fire triggering an explosion of an oil storage tank for a generator.
President Eisenhower and advisers map strategy over Soviet propaganda attacks. Herter and Bohlen lead a summer White House team in Newport Rhode Island to shape a response and policy course.
A forest fire patrol plane spotted smoke and a flame in the BC bush and released 100 gallons of water. The blast drenched four British Columbia Forest Service workers cooking breakfast at a campfire. They were only somewhat put out.
Sen. John F. Kennedy said he expects to debate the Republican presidential nominee on television with joint appearances. Pierre Salinger said networks offer free time and Kennedy plans debate arrangements.
AP report on Bill Sparks, a Purple Heart veteran paroled from an 11% to 23 month sentence for fraudulent conversion, to enroll at Princeton Theological Seminary. He seeks rehabilitation aided by Oak Lane Presbyterian Church and Rev. Richard Armstrong, with Seminary and judge praising his turnaround and plans to assist as weekend church worker. Sparks, Temple graduate, is married with two children.
The West Virginia Supreme Court agreed to hear a test case from Mercer County about whether counties and municipalities may levy taxes beyond constitutional limits to service bonds other than school bonds. About 13 counties and 20 municipalities face similar issues as the case moves upward.
A bolt of lightning killed two hikers and possibly a third near Arapaho Glacier at the continental divide. Bodies of Karen Cowperthwaite 19 Boulder and Richard Raymond 21 Denver were found near Arapaho Peak summit. David Cowperthwaite 22 husband is missing. All three were University of Colorado summer students. A search was organized to locate Cowperthwaite.
Variable clouds with warm humid showers and scattered storms today. Highs in the 80s and lows in the 60s. Tomorrow partly cloudy with a chance of showers south. Beckley high yesterday and Oak Hill conditions show normal river and lake levels with gauge readings and open gates.
