Mullens Officials Operated Without Proper Oaths
In Mullens, West Virginia, city officials including Mayor Woodrow W. Cook and two commissioners may have assumed office without written oaths. The 1929 charter required sworn, written oaths and filings with the city clerk, but officials historically uttered only brief phrases. Records show several mayors and clerks did not file written oaths, prompting calls for formal conformity and proper recording.
