State Police warn drivers to take care as sleet and freezing rain coat area highways. Eight state road crews spread salt and cinders while city crews battle glare ice as temperatures hover near freezing. Flights and buses run with minor delays and few accidents reported despite slippery streets.
United Press International reports a record cold January with Chicago at two degrees below zero marking its coldest month. Subzero days hit 15 times, Plains states and Lone Rock Wisconsin saw extreme lows while California faced heavy rain and 100 mph winds causing injuries and power outages.
West Virginia forecast shows clearing skies and colder air with scattered snow flurries this afternoon. Lows expected from 5 below to 8 above, with night temperatures dropping further. Friday brings increasing cloudiness and continued cold, with a chance of snow Friday night. Beckley high 36 yesterday, low 20. Oak Hill high 38, low 23. Greenbrier River normal, Lake clear, gauge at Hinton 2.6 ft. In New York City the morning low no higher than 8.
The Raleigh County Court heard that Vance Hill 66 Besoco pled guilty to second degree murder in the killing of Lewis Hughes 66 Besoco. Judge McCreery sentenced Hill to 5 to 18 years and remanded him to Raleigh County Jail for transport to Moundsville Penitentiary.
Crooner Bing Crosby, 58, was reported in excellent condition and recovering nicely from his fourth kidney stone operation in 11 years at St. John's Hospital in Santa Monica. He entered Tuesday and had the surgery that evening. attendants said he was propped up, smiling, and talking by Wednesday.
London reports Britain seeks U S backing to revive the economy after France blocks Western trade talks. Prime Minister Macmillan denounces De Gaulle and pushes for rapid tariff and trade consultations with Washington and EFTA partners. Paris reactions and U S stance noted as Brussels talks collapse.
President Kennedy sent a farm program to Congress proposing subsidies to support cotton sales and to curb production of feed grains and milk through voluntary plans. The plan aims to trim taxpayer outlays by up to 500 million and lower butter prices by about 10 cents a pound, while urging wheat growers to accept a tight 1964 crop control referendum.

Twenty two employees at Morton Beckley and Bluestone Esso stations voted to join Local 175 of the Teamsters in a ballot supervised by the NLRB on Wednesday. When confirmed the union will set a contract meeting and appoint a contract committee. Balloting ran from 7:45 a.m. to 11:15 p.m.
Charleston dispatch reports a bill to keep juveniles out of Moundsville Penitentiary with conditions for confinement and separation from adults if used. The measure allows joint housing at Huttonsville and would require exhausted alternative options before confinement. Also new is a statewide Constitutional Convention referendum and a misdemeanor for using snakes in religious services.
Paris fashion scene welcomed Marc Bohan’s spring Dior collection featuring the return of the sack dress with wide puffed sleeves. The line included narrow unbelted sacks in linen and wool for day and pale greens and purples for evening. Governor Barron’s office notes the move will create a good number of jobs.
Huntington WV UPI Professor John D Clarkson praises Joe Moss for winning first prize with West Virginia Moon at the West Virginia Centennial Art and Sculpture Exhibition. Clarkson calls Moss a product of WVU art department and notes the exhibit could rival New York, London, Paris, or Rome.
New York Mayor Robert F Wagner announced that several issues in the 55 day old newspaper strike have been settled. Saigon Viet Nam A U S Army captain was killed early today during a battle with Communist guerrillas in the north central highlands of South Viet Nam A U S military spokesman said the victim was not identified immediately.
Columbus report says the Par don and Parole Commission turned down four to zero the clemency application of Dr Samuel H Sheppard today. The decision closes an effort tied to a high profile 1954 murder case involving Sheppard and subsequent legal battles across decades.
Orville E. Hodge, the man who looted Illinois of 1.5 million and sought state governorship, was paroled today after six and a half years in prison. The UPI report notes this development as part of the ongoing case.
At the Little Rock Zoo a baby Russian brown bear has adopted a 15 pound American mongrel dog after the mother bear abandoned her own cubs. Zoo director Ray mond Squires notes the pair cry for the dog when apart but warns the plan may fail due to milk supply. The cub may soon outgrow the dog as a surrogate mother if successful.
Senator Robert Byrd of West Virginia urged Army Secretary Cyrus Vance to study a selective reduction in Panama Canal coal tolls. He said lower tolls would lessen the price disparity between Australian and U.S. coal in Japan, the leading U.S. coal importer, and protect American coal exports amid competition from Russia and Australia.
