Stopgap Measure Urged To Provide Jobs For Jobless
West Virginia lawmakers opened the 55th session as Gov elect Barron urged immediate action to fund a public works program. A penny tax hike on purchases over one dollar would raise about 86 million over 72 months to create roughly 5 000 jobs on road and park projects. Senate President Carson and House Speaker Singleton expect to push through rules to act today. Barron set an August 31 expiration for the tax, aimed as emergency relief while broader plans are developed. Governor Underwood prepared to deliver the state of the state, likely stressing the economy and ignored past proposals. Other bills move to final form, including merit system extensions for 6 000 state workers, a new retirement plan, and streamlined adoption laws giving judges more authority. A Finance and Administration department reform bill also advances.
