West Virginia study cites illicit whisky resale at 17 percent
Charleston reporting that about 17 percent of liquor and wine sold in West Virginia state monopoly whisky stores is resold illegally. Attorney James B. McIntyre told legislators the practice occurs in clubs, taverns, country clubs, restaurants and hotels, with major resale in Ohio, Marshall, Hancock, Brooke, Kanawha and Cabell counties. He warned there is no proven link between local alcoholism rates and sale methods. He projected a speculative potential $3.8 million annual revenue if whisky were sold by the drink, based on licenses at $1,000, a 2 cent tax per ounce, and a $300,000 sales tax rise.
