President Johnson’s health plan for the elderly seems assured of passage this year. The program would operate under Social Security in a separate fund with a hospital tax beginning at 0.3 percent and rising to 0.45 percent by 1969, applied to earnings up to 5600 and matched by employers.
President Johnson's health plan for those 65 and over would pay hospital bills up to six days with a $40 deductible and offer 30 days of outpatient care after deductible, plus home health visits and post hospital extended care. Everyone contributes, including seniors.

Former U S airman Robert Glenn Thompson is charged with espionage for the alleged transfer of U S secrets to two Soviet diplomats between 1957 and 1963. He appeared on a three count federal indictment and was released on bond after pleading innocent. The case alleges covert radio, code names, and writing materials used to relay intelligence about code books missile sites and more. Other alleged conspirators include Boris Karpo vich John Kurlinsky and Fedor Kudashkin.
Allen Kuhn and New York detectives fly back to the city carrying the Star of India sapphire and seven other jewels from the October 29 heist at the American Museum of Natural History. Kuhn Murphy and Clark face charges for staging the daring theft of the Star of India and 21 other gems.
Charleston reports Assistant Attorney General Andrew J. Goodwin resigned to return to private practice in Wheeling. Attorney General C. Donald Robertson said a replacement had not yet been selected. Goodwin was appointed in February 1961.
United Nations sources report President Sukarno renewed Indonesia's withdrawal claim on Thursday night, leaving delegates puzzled over formal notice and timing. The Indonesian delegation could not clarify when or if a formal notice would be sent, saying no official word had been received.
UPI reports that an estimated 14 Indonesian guerrillas landed today on the southwestern tip of the Malay Peninsula near Singapore. Five were captured by nightfall as authorities pursued the rest.

Cole were found innocent of jury tampering charges tied to the 1962 conspiracy trial of Teamster President James R Hoffa in Nashville. The federal jury deliberated 45 minutes before acquittal. The government had alleged involvement in the case.
Nobel Prize physicist William B. Shockley told a Nobel symposium in St. Peter Minnesota that over-breeding among the lower classes is one of three major threats to humanity alongside nuclear war and overpopulation He, at a Minneapolis press conference, urged legalized abortion and sterilization of the mentally retarded to curb population growth. He noted his interest in population issues began during World War II service in India.
B B Mc Creary of Fayetteville Arkansas was killed when the tractor trailer he rode in apparently lost control and crashed on U S 50 near Aurora in Preston County Police said the assistant driver was killed while the driver was not seriously injured.
Viet Namese and U S pilots attacked Phuoc Tuy Province with napalm in a major air offensive against an estimated 2 000 jungle guerrillas. The Red force had routed refugees at Binh Gia last week and retreated north of the town. Government troops searched the area without ground contact, while intelligence warned of possible guerrilla concentration in the jungle.
Morgantown dispatch reports State Senate Majority Leader William A. Moreland predicts the legislature will cut the Board of Public Works road budget and raise the Education Department funds. He spoke at a Monongalia County League of Women's Voters dinner, saying the road grant of 6.3 million from general revenue may be removed and education funding could rise 11 to 12 million dollars above last year.
Labor Secretary W. Willard Wirtz calls the 4.9 percent unemployment figure for December a solid gain though slow, noting 3.5 million unemployed, down from 3.8 million a year earlier. He warns further gains will require effort and does not foresee a sharp rise this year.
The Raleigh County Clerk C. C. Smith approved a 49000 building permit for new construction on the Honey in the Rock Motel. Basile N. Meadows, contractor, says work will start after further permits and final papers. Total project cost about 85000 with furnishing and outside improvements.
