Negro economist may shift balance on Federal Reserve Board
Washington upi A 39yearold Negro economist may hold the balance of power on the Federal Reserve Board in inflation control outside President Johnson's direct control. Dr Andrew Brimmer could bring the sevenmember board closer to presidential thinking on interest rates. Johnson named Brimmer to the board after he served as assistant secretary of commerce for economic affairs. He would replace Vice Chairman C Canby Balderston, who supported a rate hike last December. Brimmer's views are seen as more liberal and aligned with the president. The Fed operates independently and sets money supply and rates. Brimmer is known in academia and joined the commerce department three years ago.

Living Costs Steady as Tax Cuts Shape Index
The index shows costs at 11.10 for 10.00 in the base period. Arthur M. Ross notes January’s flat reading was due to federal excise tax cuts, otherwise it would have risen about 0.1 percent. President Johnson urged Congress to restore the tax cuts on cars and related items. The cost rise since October prompted two-cent hourly raises for 921,000 workers in auto farm equipment and aerospace sectors, tied to index escalator clauses.
