In a playful tirade Dick West imagines a New York public relations firm using cotton swabs as a running gag in all press coverage. He jokes that clipped mentions would flood newspapers, overwhelm editors, and baffle a clipping service on Madison Avenue as reporters try to weave swabs into every story.
Five people died in West Virginia traffic accidents over the weekend raising the year’s toll to 41. Victims include Kenneth Stull 23 of Mannington and Paul Border 45 of Glenville who died Sunday and Saturday respectively. Also killed were Guy Robinson 58 of Wallace Harrison County and Ernest Baldridge 38 of Shelby Kentucky in two separate crashes. The driver in Border’s death fled the scene.
Scattered showers and wind turn colder this afternoon with snow flurries tonight and Tuesday. Temperatures will run 5 to 10 degrees below normal, with highs near 47 south and 42 north and lows around 15 tonight. A 42 year old man Leroy Whitley was taken to police by a crowd after allegedly stabbing his dog Snow White with a pocket knife when drunk. Whitley faced a maiming charge with a $500 bond as Magistrate Reuben Levy called it a rare case of canine homicide.
Everett R. Shafer, longtime Raleigh County Schools transportation head, enters the race for county clerk on the Democratic ticket. He faces Freddie Thorne and D W Kinzer, while Republican incumbent C O Smitty Smith seeks another term. The current clerk C Harold Hanks has no Democratic opposition, and Emery E James runs as a Republican for the office. Two Democrats file for the House of Delegates, John S Atkinson and Lyonelle Londa Lilly. A committee post from Clear Forks District may be returned. M P Morris files for the Leevale seat. Prosecuting Attorney Sparacino notes committee appointments cover the unexpired term. Shafer, a Baptist pastor and Cranberry Elementary teacher, was a 1954 and 1956 State House delegate and 1958 State Senate primary candidate. Atkinson is Shafer's assistant.

The piece cites fears of U S intransigence wrecking Soviet American talks and notes Khrushchev’s letter to Macmillan reflecting a tougher Soviet stance. Western diplomats suggest a Berlin settlement is increasingly unlikely.
Hilti Von Allmen and Paul Etter, aged 26 and 22, became the first to summit the Matterhorn north wall in winter. The pair, Alpine guide and miner, completed the climb in about a day and a half despite wind and ice. They overcame a dangerous overhang, reached the summit at 3:25 p.m., then descended after a brief celebration.

Cardinal Cicognani, 80, prefect of the Congregation of Rites, died today in Vatican City from an undisclosed ailment. He was the brother of Vatican Secretary of State Amleto Cardinal Cicognani, and his death leaves 79 cardinals.
The United States barred charter flights carrying Dutch troops to West New Guinea from landing on U S soil. Premier Jan E de Quay expressed disappointment. A Dutch DC8 with 110 troops had flown via Anchorage and Honolulu after Japan refused landing rights in Tokyo. A Defense Ministry spokesman said two special flights would correct the disruption.
A mob of about 100 youths stoned the U S Embassy in Jakarta protesting Dutch use of American air fields to transport troops. They toppled a plaque, damaged ground floor offices, and injured Mary Manchester. Ambassador How ard J Jones reported the damage and protested to the Foreign Ministry.
