Corporate Income Tax Urged Against Smith's Wishes

Charleston West Virginia UPI reports a three bill package to create a corporate income tax, opposed by Gov. Hulett C. Smith. Del. Kenneth Anvil introduced the measures as similar bills arise in the Senate despite Smith’s stance. The plan shifts burden from gross sales and business taxes to corporate net income, with one bill aiming to recapture lost revenue for at least $4 million more. The judiciary committee voted 18 to 8 to table the constitutional convention proposal this session.

Legislators Debate Revisions to State Constitution

West Virginia lawmakers pressed piecemeal constitutional revision as committees weighed proposed amendments. The House Judiciary reported two, with action stalled on active calendars pending Senate or committee replies. A governor succession amendment and a plan to simplify amendment procedures sit on the inactive calendar along with a 60-day session extension and a court overhaul proposal. Debate highlighted tensions over leadership and budget amendments, with party-line votes on procedural moves. The day also saw four minor bills pass the House and two in the Senate, plus passage of several minor and local measures and the creation of a Hancock County Intermediate Court.
