Fugitive Pardoned After Surrender
Howard W. Cook, a 54 year old former bank robber from Buckeye, Pocahontas County, surrendered at the West Virginia statehouse and received an unconditional pardon from Gov. W. W. Barron. Convicted in 1931 for a $5,700 Bank of Renick robbery, he served 10 years of a 30 year term, fled to Oregon and Washington, then returned, became a parole violator, and lived in hiding until FBI arrest in 1958. Washington Governor Rosellini previously declined extradition, citing an exemplary life abroad. After months of deliberation and a petition by Cook’s lawyer, Barron granted the pardon contingent on his return to the state, which Cook did, turning himself in and being released shortly after.
