Payne Says Freeze Forces More Bonds For Beckley Sewage
Beckley city officials say a president's price freeze cut revenues from the secondary sewage system and force more bond issues. City Attorney E M Payne III notes PSC orders set higher rates effective Nov 14 but revenue loss dates back to Aug 14 after the 1969 order. The city seeks interim financing and considers a minimum bond increase to cover $1.9 million in grant shortfalls and long term interest costs.

Two Senators Propose EPA Control Over Strip Mining
Senators John Sherman Cooper of Kentucky and Howard Baker of Tennessee propose a bill to place immediate federal control over surface or strip mining. The plan requires EPA approved interim rules within six months and state plans within 18 months, with the EPA supervising and issuing guidelines, to replace current state regulation. Cooper argues federal guidelines are needed to curb environmental and economic devastation from mining while preserving safety. Baker stresses urgent federal involvement to address environmental and economic damage.
