Lt Phillip Allen Goins of Oceana received the Navy Commendation Medal with Combat V for meritorious service as a Mobile Construction Battalion Five company commander in Vietnam. Goins, a 1961 USNA graduate with Georgia Tech civil engineering degrees, serves at Port Hueneme and is married to Bonnie Whelan with one son.
