Delegates from four bloc nations including Gomulka Ulbricht Kadár Zhivkov were expected to back any agreement with Soviet approval. Soviet officials pressed the line of restraint, but Tass noted hostile acts by Czechoslovak forces as tensions stretched the crisis urge.
