Russia Accused Of Misusing Geneva Talks
The United States, at a Geneva disarmament conference, denounced Russia for propaganda attacks on U S policy in Vietnam and for blocking new agreements. William C Foster called Moscow's tactics proof the talks stall progress and warned the Soviet Union bears blame if the session yields no concrete results while neutrals begin addressing the plenary session. The neutrals plan to speak after the Western and Communist pairs present positions, with Sweden set to address next as Poland and possibly Czechoslovakia or Romania also participate. The neutrals hope to avoid premature conclusions until a Western joint proposal on nuclear nonproliferation is laid out.
