Teeth Urged in Recovery Laws By Biddle in Congress
Francis Biddle as National Labor Board chair urged Congress to give enforcement teeth to the recovery law and proposed dropping section 7 A in favor of the Wagner labor regulations bill. He called the Wagner bill adequate and part of the national recovery scheme, signaling a clash over NRA provisions and possible amendments to the NRA bill. The President conferred with Wagner and Costigan on labor matters, while organized labor pressed for NRA continuation amid reports of administration backing for Wagner.
