Washington observers foresee a major industrial clash after Samuel Gompers announced a conference of the heads of 12 international unions linked to the AFL. The move aims to unite rail labor, farmers, and Canadian unions to push for a broad alliance amid the ongoing steel strike and labor agitation.
Roy Lewis of Wheaton one of eight officers of a Milk Producers association testifies in Chicago court that in September 1917 his dairy operated at a loss. He cites feed prices doubling from April to October and argues milk should have sold at 3.50 per hundred pounds to ensure fair farmer profit. He denies knowledge of a 1917 meeting suggestion to position a man beside food administrator Trover.
London dispatches report that Portugal has granted the United Gates a concession in the Azores for a naval station. The note comes from Idsbon dated October 24.
Illinois Fair Price committee set sugar prices Friday night at 12 cents a pound for cash and carry customers and 12.4 cents for charge and delivery. Jobbers to be charged 10 cents, while beet sugar sold by refiners is fixed at 10 cents f o b seaboard.
The Protestant Episcopal Church in America adjourned its triennial general convention in Detroit to meet in Portland in 1922. The closing session urged facing reconstruction era duties, approving reforms to broaden church life, unity moves with Congregationalists, and revisions to prayer book worship.
About 3000 to 5000 miners from the Lower Cain Creek district in Kanawha County met in Charleston to discuss organizing the Guyan valley coal fields in Logan County before the November 1 bituminous strike. Reports to Gov. Cornwall indicate many delegates are armed and a second armed invasion of Guyan fields may be planned.
The Senate and House conferees reached agreement on higher pay for postal employees. A graduated scale from $100 to $200 annually for general employees, with smaller raises for rural carriers, would be retroactive to July 1 at an estimated cost of $35,000,000 to $40,000,000. Recipients include assistant postmasters, clerks, carriers, railway mail clerks, inspectors, mechanics, laborers, watchmen, and third class postmasters.
Washington Oct 25 Coal dealers represented by the American Wholesale Association with annual business of 100,000,000 tons pledged to prevent any price rise from an impending strike or to modify it if called. They urged the War Department draft to supply mines with workers to ensure uninterrupted coal for utilities including railroads.
Washington October 23 John D Rockefeller Jr chairman of the committee on future course of the public representatives suggested to President Wilson that the conference is bankrupt and urged appointment of a commission on unrest to take up its work. Some delegates oppose. Rockefeller argues new body is needed. AFL officials were asked their stance and were said to promise cooperation.

The U S embassy in Mexico City was instructed to stay in close contact with the Mexican foreign office and press relentlessly for his release. Mrs Jenkins, in Mexico City, was informed Washington is exerting every effort to obtain her husband s release.
Washington October 25 The Senate confirmed Admiral Coontz for chief of naval operations in an open session with no discussion. The action comes as the Navy plans for upcoming strategic priorities and leadership.

Chicago Oct 23 Major General Leonard Wood ordered federal troops to remain in Gary Indiana indefinitely after a conference with Colonel W C Mapes. Mayor Hodges reportedly feared troop withdrawal could trigger outbreaks among radical strike supporters. Wisconsin Steel and Tren plant officials said operations were near fully manned.
Chicago reports six aviators remain in the army's twice trans continental air race. Only Lt. R. M. Bagby has progressed, flying east 112 miles from Sidney to North Platte before weather forced a landing. He now stands 1491 miles from New York as others are spread along the route from Chicago to Battle Mountain.
At Topeka Kansas October 24 the Kansas Insurance Superintendent ruled the death of Private Rey Giles of Wichita in the Argonne battle may be treated as accidental for double indemnity purposes after a Supreme Court decision. The ruling affects a life insurance policy issued to Giles and requires the company to pay the double indemnity to his beneficiaries.
An official message from London says Russo German forces continue to bombard Riga with light shells. Little damage resulted.
Washington Oct 25 Secretary Wilson failed to avert a coal miners strike in the central competitive fields as miners rejected the President Wilson arbitration proposal after operators had accepted it The conference adjourned with prospects of a strike November 1 led by John L Lewis UMWA president who announced the strike order would stand and half a million miners would quit work November 1 Officials said a conference failure would trigger immediate district notices The President had urged open mines and in a later move Wilson proposed wage increases an eight hour day and a Saturday half holiday which the miners rejected to keep the strike from starting
