British forces push in Flanders capture Menin, near Courtrai rail line, and threaten German submarine bases. Allied success includes 3,723 prisoners, 50+ guns, and many mortars and machine guns. Meuse drive advances with American and French units pressing northward from Champagne.
Allied British French and Belgian troops advancing in Belgium since yesterday report captures of over 10 prisoners and more than 100 guns. Advanced forces state they are six to seven miles inside German lines as Thorout falls, a key transport hub. Heavy rain and mud hinder operations while the Belgian French line advances along a long front from Handzeeme to Zuddhoek. More than 6,000 of yesterday’s prisoners were taken by Belgian forces.
American forces northwest of Verdun advance amid tens of machine gun nests and heavy shelling. Hill 299 and Hill 283 fall, as encircling tactics push toward Landres Et St Georges and Romagne. Air corps support aids infantry with artillery direction and recon.
Washington Oct 16 a two cent stamp tax on all bank checks was approved by the senate finance committee as part of a revised war revenue bill by an eight to six vote. Treasury officials and many senators opposed the levy fearing business inconvenience and discouragement of thrift. The committee also exempted fidelity bonds from the tax and replaced a proposed five member advisory tax board with a presidential advisory status and funds for salaries.
