Government figures show the U S crop will reach a historic high, with corn at 3 210 795 000 bushels despite September losses totalling about 37 million. Oats rise to a record 1 580 714 000 bushels and gains also seen in rice tobacco and other crops.
Washington reports destroyer program contracts totaling 340 million dollars are prepared for signing by Secretary Daniels. Preliminary deals with shipyards and boiler and engine makers set the pace for completion within eighteen months. The plan includes new shops and yards to more than double the current US destroyer fleet, with at least two contracts calling for forty boats each.
W G Westervelt of New York told the American Institute of Mining Engineers in St Louis that the United States faces a grave mineral shortage for war unless vast deposits are developed. He cited nitrates, manganese, lead, tin, mercury, mica and zinc as critical needs, noting underdeveloped supplies in Virginia, Arkansas, California and reliance on South American imports for nitrates. The institute will be asked to help provide methods to develop unused mineral deposits.
Speaker Clark announced he would tour Missouri Oklahoma and other states to campaign for the liberty loan. The plan includes a series of speaking engagements as part of the national drive.

Postal inspectors urge early Christmas mail to servicemen, open at receiving post offices, and ban prohibited items. 2 cent cards and 3 cent stamps to follow later.
Mayor A. Thompson will serve as inspector of weights and measures due to funds shortfall. He vows daily oversight to enforce state law on standard weights for produce and products including apples, beans, coal, oats, onions, peaches, pears, potatoes, rye, salt, spinach, timothy seed, tomatoes, turnips, walnuts, and more. He will turn all collected fees into city funds.

Sibert named as likely first lieutenant general candidate if a corps is formed in France. Other bureau chiefs and brigadier generals had their commissions confirmed.
Chicago October 9 A tally of counties in the seventh federal reserve district that contributed 50 000 or more to the second liberty loan campaign was released Monday The figures exclude Monday s new subscriptions Cook county led with 12 485 700 followed by Rock Island Sangamon and others including LaSalle Ford Warren Kane Mason Macon and Logan with varying sums listed for each county.

Washington October 9 Army officers left with commissions to be given to candidates at the Negro officers training camp in Des Moines. The new officers will be assigned to Negro units in the regular army National Guard and National Army as needed. It is believed none will hold higher rank than a company commander initially and the War Department continues mobilization plans for Negro troops nationwide.
Chief Rhoades offers full detective force to Coroner Elliott for a possible murder inquiry into Jessa Barker a millionaire thinker found with a bullet wound in the bathroom Sunday night. Coroner Elliott believes suicide despite attorney Weill suggesting possible assassination. Inquest adjourned for investigation. Barker's wife recently arrived from Chicago and stays with Mrs M J Frederick's at a physician guarded home.
Reports of wholesale resignations from the defense council committees were denied by Director Giffard Twente. He said several members have resigned but most remain as advisers and the changes aim to align business ties with war industry needs.

Washington Oct 9 Vice Admiral Sims cabled the navy that an American patrol vessel on night duty fired on an unresponsive Italian submarine, killing one officer and one enlisted man before identity was established. Secretary Daniele conveyed regret to Italy and noted the inquiry by Sims. The incident shows a fatal mistake amid heightened submarine activity in European waters.
Philadelphia reports detail testimony by a go-between in the fifth ward primary incident that led to a policeman's death. Judge Brown recalls eighteen gunmen brought from New York for election work. Sullivan ties payments of 190 dollars for transport and 100 dollars for subsequent dealings to Maloney and Deutsch. Sullivan remains held on 5000 bail.
