Peace not in peace, Commons reject Snowden motion

London May 17 the house of commons voted down a Snowden resolution welcoming Russia’s repudiation of imperialist aims after cloture. Lord Robert Cecil explained it as a technicality related to an amendment to the consolidated fund bill. Asquith and others voiced sympathy with Russia but rejected pacifist aims. Cecil and Asquith argued no negotiations with Germany now and that the entente war aims remain. Cecil dismissed peace talks with Germany as ludicrous until terms are clear. A durable peace and a league of nations were urged on a solid basis.
