Paris scene as Karl Renner and about 60 Austrian delegates arrive at St Germain near Paris to begin peace talks. Crowds are friendly though Germans are absent. Renner greets officials warmly and notes contrasts between France and Austria.
At Knocklong station in Ireland on May 14 an armed band attacked four police officers escorting a Sinn Fein prisoner to Cork. The raiders freed the prisoner and killed one officer while another was seriously wounded. A third officer is listed as missing.
The American committee for Armenian and Syrian relief voted 3.6 million dollars at a New York luncheon. Funds include 1 million for clothing and supplies and allocations to Persia 500000 Caucasus 825000 Beirut Curia and Mardins 300000 Aleppo 100000 and Constantinople 650000 with 225000 held for emergencies. Ambassador Elkus urged aid for orphans and condemned the Poland massacre of relief workers.
May 14 report indicates immediate measures to subjugate Germany if peace delegates refuse to sign. Marshal Foch dispatched to the Rhine by the council of four to act as needed. Foch to Coblenz Thursday, traveling through occupied zones from Mayence to Cologne with allied gunboat escorts.
SPRINGFIELD The May 15 state officers headed by W. W. Bennett Rockford HL president were reelected Wednesday at the annual board meeting of the Illinois anti saloon league. Resolutions express desire to cooperate with other counties to achieve worldwide prohibition. F O Scott McAbrigde of Chicago reelected state superintendent and the headquarters committee were authorized to represent the Illinois league at the national convention in Washington DC in June.
Paris May 14 The council of four debated reimposing a blockade on Germany if it rejects the peace treaty. The discussion occurred in two meetings. It is said the blockade would be lifted immediately once German delegates sign the treaty.
The Romanian press bureau reports Romania views Germany’s peace terms as severe but just and lighter than those imposed on Romania a year earlier. It recalls German plenipotentiaries told Romanians the conditions would be milder than those planned for the allies.
Secretary Baker denies any link between efforts to support meat prices and a proposed war department packing industry arrangement to ship 250 million pounds of canned meats abroad. He notes the stock includes special army products not sold commercially, and aims to dispose of them, with Europe as a preferred market to avoid diverting supplies for domestic sale.
New York May 15 Three Sinn Fein leaders arrested in 1917 for conspiring to obtain false US passports pleaded guilty in federal court and paid 250 fines each. Defendants include Dr Patrick J McCarten General Liam Mellows and James McDermot. earlier reports tied charges to planned Dublin rebellion financed by German money. The case notes technical violations of shipping laws and links to Irish revolutionary activity.
Geneva rumors say the French embassy in Switzerland might relocate to Geneva but Berne sources deny this basing the claim on misinterpretation. The discussion stems from a possible League of Nations diplomatic branch that could grant embassies and legations similar status, potentially creating dual missions in Berne and Geneva if adopted.
Edward E. Dunne, part of the Irish societies delegation in Europe, refused to confirm or deny reports that Premier Lloyd George would not meet the Americans or acknowledge receiving such advice. Dunne and Ryan will stay in London for a few days and will not seek a conference with the British government.
May 15 reports say American naval seaplanes N. C.1 and N. C.3 may fly before sundown in the first attempt to cross the Atlantic from Trepassey Bay to the Azores. N. National organizations representing shipping, industrial, agricultural and financial interests have been invited to confer with the Shipping Board on May 22, 28 and 21 regarding legislation to maintain develop and operate the American merchant marine, announced by Chairman Hurley.
Austrian peace delegates have arrived at St Germain near Paris to await the peace congress. The Germans present no longer greet the Austrians, while the council of four handles German notes on labor repatriation and reprisals. German demands threaten ruin. disputes cover Saar valley, territory to Belgium, Schleswig evacuation, and Belgium damage reparations. Delegates from Britain France America Italy and Japan will address objections. British push seeks tonnage based compensation for seized German merchant ships. Poland claims ships surrendered by Germany. Italians land forces on Dasimatian coast fortifying eastern passes.
Paris May 4 The council of foreign ministers considers a plan by allied military and naval authorities to police Schleswig after German evacuation. An allied naval force stationed at Flamsburg would involve the United States Great Britain and France along with several infantry battalions for policing the territory.
Reports from Coblenz say if the Germans sign the peace terms most American troops except the third corps and three divisions will be out of the German occupation district by June or soon after. The first, second and third regular divisions would stay to hand over to French control and the rest would withdraw to France for home. If the Germans refuse, plans change. General Pershing indicated the U.S. would do its part. The third army headquarters would stay in Coblenz with Lieut. General Hunter Liggett. By August most occupation duties may end, eight trains daily to move troops, and fourth to seventh divisions to be turned over to supply service.
Washington May 15 The navy department under war emergency powers ordered 14 000 tons of steel from Carnegie Steel to start construction of four battleships before July 1. Bids matched earlier bids used with the abandoned commerce department board, were rejected for lack of competition and the order was set at a tentative price subject to later adjustment.
Stockholm dispatch reports from the Jewish Press bureau that 36 youths from Pinsk, not linked to Bolshevism, were killed during a meeting organizing food aid distribution. The massacre, described as targeting Jews to intimidate the population, followed a claim of Bolshivist guilt without any court martial.
In Atlanta on May 15 Rev J B Gambrill Texas president of the Southern Baptist Convention condemned the War Department for handing over church work in army training camps to the Y M C A. He criticized the department's stance and its control over Protestant denominational religious efforts.
May 6 Paris. The council of four received the German notes on prisoners of war labor and territorial questions. Germany warns that its economic clauses threaten ruin if enforced and protests the Sarre valley and Malmedy Moresnet Eupen transfers, while accepting reparation payments with dispute over responsibility for war damage. The notes urge a commission for execution details and emphasize improved treatment of POWs and civilians. The three notes were referred to special committees and a new clause for biannual representation withdrawal on the reparations commission was inserted.
Washington May 15 Representatives of foreign born residents urged the Americanization conference of the interior department to teach native Americans to better accept aliens as future citizens. Speakers condemned anti foreign sentiment and warned against forcing citizenship or forcing the abandonment of native tongues. Albert Mamaty of Pittsburgh stressed that immigrants should be welcomed without collective disdain and pressure to forsake their language.
