Chicago May 13 The War Council of the Red Cross is created to direct relief work during the war with Henry P. Davidson of J P Morgan & Co as head. Other members include Charles D. Norton Cornelius N Bliss Jr Grayson M P Murphy Edward N Hurley and Eliot Wadsworth. The council plans a nationwide fundraising campaign and will operate a Washington headquarters with a New York branch to handle Europe bound supplies.
