President Woodrow Wilson proclaims that Congress must meet in extraordinary session at the Capitol, Washington, at noon on April 2, 1917, to receive the executive communication on grave questions of international policy, with all eligible members required to attend.
Washington March 22 Members of congress in Washington received President Wilsons call for an extra session April 2 with confident predictions that the house will not delay action on grave questions. Senate organized and adopted its antifilibuster rule during the extra session. Majority leaders forecast a prompt settlement while battles over rules and independence may arise.
In Indianapolis March 22 before a U S district court 67 of 153 men charged with violating Indiana election laws pled guilty. Seventy nine pled not guilty and four bonds were ordered forfeited for nonappearance. Three defendants were never arrested. Five indictments remain, all alleging conspiracy to violate election laws. Most indicted reside in Evansville with others from Lake County Frankfort and Indianapolis.
Springfield March 22 A senate road committee report backs Senator Glackin's bill enabling funeral processions to use Chicago boulevards. Coleman of LaSalle argues the taxpayer who funds boulevards deserves such rides, reflecting support for the measure.
Washington dispatch notes rioting in Europe and Asia Minor sparked by autocratic regimes, with Berlin unrest forcing troop withdrawals. U.S. naval plans focus on anti-submarine action, with limited role for force deployment. Officials consider loans to Allies and debate armed neutrality versus active participation in a future peace settlement.
Springfield dispatch reports that several prominent Chicago figures decline state service roles under Governor Lowden. Walter Eason and others cite inability to relocate to Springfield while maintaining Chicago offices. Gov. Lowden continues naming heads of new departments as speculation lists directors for trade, public health, welfare, and other posts.
Springfield March 22 The War Department plans to call about 900 Illinois guardsmen under Adjutant General Dickson. The units include eight infantry companies, one regiment of cavalry, one artillery regiment, one engineer company, one signal corps, and a field hospital. Training and equipment requisitions are under way to bring state forces to war strength with 581 officers and 10,822 men.
Switchmen on the New York Central will gain Adamson law benefits from January 1 by the company’s voluntary act. The four brotherhoods and the Switchmen's Union of North America secured a nine vs eight hours pay under arbitration dating to December 8 1916. Bosses and union leaders met to finalize wage and time schedule adjustments under the law.
President Gompers of the AFL cabled labor leaders in the du ma to express joy over Russia's political upheaval. The message praises the provisional government's freedom of speech and press and the right of workers to organize and strike for their rights.
Reuters dispatch from Amsterdam notes rumors of large scale rioting in Berlin over food shortages. A Holland Oldenzaal report mentions frontier regiments being sent to Berlin to maintain order.
Passengers aboard the Anchor line steamship Tuscania report the British liner sighted a German submarine about 300 miles from the Sea coast on Monday March 12. The vessel went to full speed and zigzagged to evade the threat as the ship continued toward Glasgow.
London reports 40 more villages captured by British forces south and southeast of Peronne and progress by French troops east of Ham near Tergnier and north of Soissons. German rear guards resist in places while bombardments pound positions along the Ailette valley and the Crouzat canal. Russians claim advantage over Turks in the Persian front with incursions into Mesopotamia as Ottoman forces retreat toward the Tigris and Diyala rivers. Reports from Berlin allege food riots and military regiments deployed to restore order.
A British official report for the week ending March 18 records sixteen British ships over 1 600 tons sunk and eight under 1 600 tons, plus twenty one fishing vessels sunk. It also lists UK port arrivals and sailings: 2 428 arrivals and 2 554 sailings.
American mining men warned by government agents to stay out of Mexico as a new revolt, led by figures said to be friendly to Gen. Obregon, was expected to begin within two weeks in central Mexico.
Buffalo workers at the Curtiss airplane factory vote to return to work after quitting over a pop war furlgeion removal. The stoppage would have halted production on army and navy contracts if it continued.

London March 22 A government plan to introduce in the house of commons a resolution of fraternal greetings to the Russian duma and the people credits the establishment of free institutions with aiding Russia’s progress and its war effort against autocratic militarism. Deputy Andrew Bonar Law notes the measure aims to encourage the provisional government and Europe’s liberty.
County treasurers urged to turn over state tax share to State Treasurer Len Smalls bill faced strong opposition. The House Revenues Committee, with Small's consent, voted unanimously to advance the bill despite concerns. The plan sought monthly penalties for delays in remitting the state's share.
Three thousand District of Columbia national guardsmen, fresh from the Mexican border, marched up Pennsylvania avenue with boy scouts bearing torches to a convention hall. Citizens of Washington held a reception in their honor with speakers including Secretary Baker and Senator Chamberlain of Oregon.

Springfield Ill March 22 D Charles TW Starkel of Belleville a member of the state centennial commission has submitted his resignation to Gov Lowdon. He is understood that all the commissioners at a recent meeting agreed to resign so the governor might be free to name a new commission without forcing present members out. The personnel of the present commission is believed to be largely retained.
Lieut James O Porter of the U S N told a naval recruiting meeting on Wednesday night that German submarines are known to be off the Maine coast and that an attack on Maine ports is not unlikely. The Rockland Me report notes the warning was part of the address.
Reports from Berlin and Amsterdam say war with the United States may be declared within 48 hours. President Wilson orders an extraordinary session of Congress for April 2 to formalize a state of war, authorize defense funding, and empower armed forces as events threaten national rights on the seas. Berlin and Washington reflect rising tension with German sub warfare and possible American ship losses.
