CHICAGO, March 20. Citizens will not vote on the saloon question at the April 2 election unless courts intervene. The city election board ruled the Chicago Dry federation petition invalid for lacking required signatures. The petition filed with the attention on 1917 contained 1 9 7 5 4 Games. The board says 6 012 legal signatures were present, 106 427 needed. The federation plans to appeal to compel placing the question on the ballot.
