Springfield March 7 Lawmakers seek harsher penalties for violating Sunday saloon closing days and to ban brewery saloons. Mayor Thompson of Chicago urged the measure in a letter to Rep Frederick DeYoung, noting enforcement difficulties and proposing imprisonment for licensees and agents to end Sunday saloon operations.
Washington reports that manufactured articles are the nation’s heaviest export. For seven months ending January exports reach 1,020,780,000 in value, with foodstuffs next at 670,100,000 and crude materials at 160,678,000. Imports show crude materials worth 511,000,000.
Berlin March 7 German budget committee endorsed Foreign Office action on a Mexican Japanese war in event of U S hostilities, regretted the leak of Zimmermanns note, blamed on Bernstorff’s return from the United States for assigning responsibility. Zimmermann defended the plan as a natural precaution.

Washington March 7 The Federal Trade Commission opened work on fixing newsprint prices. Publishers, meeting in conferences here, were urged to enter arbitration before it succeeds. Carload price at 250 dollars per 100 pounds named by the commission is expected to satisfy publishers, some of whom have paid twice that amount.
New York March 7 United States Express company sues Baltimore and Ohio Railroad for 950360 claiming since January 1 1918 parcel post reduced its exclusive privileges under contract and forced discontinuation of business on June 30 1911 after growing losses.
