Waterway project praised and condemned by scholars
Gov. Dunne hailed the eight foot Illinois waterway from Lockport to Utica as a long awaited link between the Great Lakes and the Gulf, predicting increased commerce and nearer New Orleans to the Panama Canal. Prof William A Shelton argued the plan would be a wasteful failure, noting the Mississippi system remains deeper and cheaper and warning freight rates would not fall. The debate frames Illinois as digging a prairie mid continent barrier to transcontinental trade.
