Two Provisions Block Agreement In Food Control Conferees
Washington July 29 Conferees on the administration food control bill failed to reach an agreement and adjourned to meet again today Two sticking points were a three member food control board instead of a single administrator and a congressional committee to supervise war expenditures The conferees planned to report a partial disagree ment if no progress is made Earlier they approved provisions including a prohibition on using foods fruits and seeds for distilled spirits within thirty days of law plus a new prohibition on importing distilled spirits and a liquor commandeering measure Senate and House conferees receded on their opposition to the whiskey in stock and in bond clause The President would be allowed to commandeer distilled spirits for munitions and hospital supplies but not necessarily use the power The wheat guaranty amendment was supported but tied to next year’s crop The measure sets a minimum guaranteed price of not less than two dollars per bushel and may include added customs duties to support the guarantee A $10 million nitrate stock appropriation was included to secure nitrate of soda for 1918 agricultural production and disposal at cost The conference also agreed to stop government advisory agents from conflicts of interest in war contracts and to empower the national defense council to fix coal and coke prices if needed
