Shipping tax rules issued by revenue men
Treasury decision 2889 settles when shipments qualify for exemption from transportation tax on export movement. Commissioner Daniel C. Roper explains that export exemptions apply to the transport cost but do not shield all export shipments from ordinary duties. New rules allow temporary exemptions and export certificates, with pools and export pools treated to determine essential export character. If shipments to export are not properly documented, the tax remains due and may be refunded only for freight payers if regulations are not followed.
