Deposits rose nearly two billion dollars while bond sales via banks totaled about half of Liberty bonds up to October 31, 1918. Only two bank failures occurred and the banking system is praised for stability and prudent management. Williams notes the government’s rail control averted a financial catastrophe and urges reforms including deposit guarantees for small sums and bank director accountability.
