Bills were introduced to promote settlement and appoint a Commission of Immigration. Smallpox reports from Benton note Indians dying at twenty five per day. rumors of tribal warfare were denied.
Havana reports from Gen Gordineche describe a February engagement in which insurgents captured an enemy fort and a Cespedes relative was taken prisoner. Insurgents suffered 77 killed while Spaniards lost 5 killed and 27 wounded. General notes fires, destroyed houses, and plantations as his march reached Port Principe. He reports near-encirclement and nearby burning embers in the city.
The Virginia House approved by 109 to 10 a resolution urging Congress to remove all political disabilities from Virginians. Colored members voted in favor while whites of the extreme faction opposed. The Governor's message was read.
