Des Moines Feb 5 Rail rates unfavorable to interior Iowa cities deter many industrial ventures from locating in those cities. Cedar Rapids Commercial club secretary John Wunderlich testified before Interstate Commerce Commission examiner A G Hegarty that large factories avoid central Iowa due to higher rates than in Mississippi and Missouri river cities. Ottumwa wholesaler J H Merrell president Si. Main said rate disparities cost his firm 10 to 80 percent of gross receipts on several goods lines.
In Des Moines on February 8 the cash surrender value of a life insurance policy was ruled taxable in Iowa by Assistant Attorney General C. A. Robbins. The ruling notes the law has not been interpreted for years and suggests the issue may be placed before the legislature before such policies enter the tax duplicate.
EAST ST LOUIS Feb 5 The Fast St Louis Law Enforcement league said it failed to gather enough signatures for a local option election tied to the April municipal balloting. Needed 3 480 endorsements. fewer than 8 900 signatures were collected.
German ambassador Count von Bernstorff reported his government’s reply in the Lusitania negotiations and met with Secretary Lansing. In Douglas Massachusetts on a Friday the bride Lena S Keyser of Schenectady New York was shot and killed by John H Pierce of Delanson New York who then shot himself The couple were about to marry when the bride's mother urged against the ceremony Pierce had just returned from Schenectady with a marriage license and had been married before The mother advised the daughter prompting the fatal shooting Pierce died from a second self inflicted wound.

Windsor Ontario February 5 The province says Charles Strong 28 a Belgian musician is suspected in the destruction of the Ottawa parliament building. He was seized from a Canadian Pacific train by local officers acting on orders from Col J S Sherwood Dominion Police chief and taken to Windsor. Strong calls the charge ridiculous and says he played a musical engagement before the Duke of Connaught and his staff.
Chicago February 5 petitions were filed in eighty Illinois townships seeking voter submission of the liquor question at spring township elections. Anti saloon groups target about 1000 saloons with major battles anticipated in Rock Island Moline and Davenport across the river. Elections in April and two weeks later in cities may carry the issue to voters in places like Rock Island Moline Alton and Aurora. Liquor interests push in dry areas including Elgin and Freeport. Fifty three of Illinois 102 counties are now anti saloon territories.
