President Wilson argues for America’s liberty as a guiding principle in foreign policy. He warns against European nations' cruel misjudgment of the United States neutral stance and urges steadfast resolve.
President Wilson told thousands in Chicago that the United States is prepared for immediate war as far as the navy is concerned and that the army is not large enough for peace duties. He defended neutrality, urged strengthening defenses, and stressed that rulers, not public opinion, led to war while reaffirming America’s mission of peace and liberty in the Western Hemisphere. Crowds lined streets from the Blackstone to the Auditorium amid heavy security as he spoke and plans for military expansion were outlined.
A speech in Chicago urges Americans to uphold national honor through discipline and preparedness. It argues for training part of the population, government readiness to regulate prices, and stronger defenses, while contrasting cautious resolve with loud but ineffective critics.

In San Diego district flooded Otay valley four white men looting were arrested by United States Marines. Two were turned over to civil authorities, two fled at bayonet point. Rear Admiral Fultam had ordered sailors and marines in relief work to shoot looters.
The Creve Coeur club in Peoria announced Monday that Associate Justice Brandeis of Boston and Gen. Wood, notable New Yorker Henry Estabrook, and others will speak at the Washington birthday banquet on February 22.
A steamer Ren Lee sank while being towed near Philadelphia on Monday after a collision with the ship Philadelphia Sunday. One man drowned, the pilot boat alongside was down and two men were seriously injured.
Washington Feb 1 The status of the National Guard in any preparedness plan discussed by the Senate and House military committees. Brig Gen Mills urged a federalized militia as foundation for a continental army while Brig Gen Crowder examined legal aspects. Guardsmen will be heard Tuesday as state officers present views.
Flood fears rise as a large section of the Cummins state farm levee gives way with water expected to inundate five Arkansas counties. Convicts and residents flee as Newport and Jacksonport risk flooding. rail lines detour while boats evacuate vulnerable populations.
Flood conditions throughout Indiana grew worse Monday with bridges washed out and interurban lines abandoned. In Terre Haute and LaPavette water ranged from three to five feet, rising further. Interurban service halted on several routes including Terre Haute, LaPavette, Logansport to Fort Wayne, Munich to New Castle, and Muncie to Union City due to high water and dangerous bridges. No service to Danville from Indianapolis today.
Flood predictions issued by the Weather Bureau show rising stages along the Lower Mississippi from Vicksburg to the river mouth. Natchez may reach 325 feet by February 20, Baton Rouge 43 feet, Donaldsonville 34 feet, New Orleans 21 feet in early March, with Memphis 45, Helena 33, Arkansas City 45, and Vicksburg 32 feet noted among crests. The Missouri River is reported falling, while the Wabash, Maumee, and White rivers in Indiana rise above flood stage.
Philadelphia report states the Pennsylvania Railroad’s operating results for the east and west regions show higher revenues and expenses versus the prior year. East over all revenues reach 2, etc, with a large increase in operating income. west region records substantial revenue and expense figures, reflecting overall growth.
A Chicago man leaped from a hotel window shortly after entering the building. He had registered from San Francia, but a card case found in his room showed Chicago as his address. Police and hotel staff investigated the incident and the motive remains unclear.
London dispatch notes six to seven airships raided the eastern and northern counties of England Monday night. Few buildings damaged so far. Britain warns of potential renewed raids on London and east coast as Paris attacks are viewed as preludes to larger German air activity. A second item denies Turkish retreat reports near Kurna and cites official Russian claims of successes in the Caucasus with captures and matériel.
Missouri Senator Reed publicly attacked Col. Roosevelt for his stance toward the Wilson administration in the Senate. A sharp exchange with Senator Fall followed when Fall interrupted to question Reed’s views on safety and war policy, with Reed defending his and his party’s positions and accusing rivals of unnecessary insults.
Washington, Feb 1 Secretay McAdoo and Democrats discussed an administration bill to create a tariff commission to be introduced in the House with President Wilson urging passage. Mr Koontz opposes the tacit commission on deal but supports the bill, steering House negotiations toward action.
A secret session of the Norwegian parliament discussed the disconga wance of the 1907 Fide treaty on territorial integrity. Signatories Britain France Russia Cravath and Norway reportedly participated, with no notice given of powers granted under the agreement.
