In Washington on December 19, the American submarine F-1 was rammed and sunk by F-3 in home waters during fog. Nineteen lives lost, five survivors saved by the F-3 which remained undamaged. Secretary Daniels issued a brief statement with no further details.
Reports from Kiev indicate continued fighting in the Don region as Russian forces reinforce from Petrograd. Ukranian troops reportedly seized 72 cannon, 330 machine guns, and 5,000,000 cartridges during disarmament of Maximalist units.
The senate adopted a bill authorizing the treasury to purchase 100 million dollars of farm loan bonds for the next fiscal year without a record vote. An amendment limits purchases to the current year and blocks new loans from treasury funds beyond those already approved, except to boost food production. Senators Weeks Shafroth Nelson urged farmers be supported as war allies.
Edward Hart, superintendent of field forces, reports a southern Illinois small pox outbreak mostly in Franklin Saline and Williamson counties. He notes quarantine enforcement and investigation by three physicians and one nurse, but provides no case count.
Rome dispatch reports the Monte Solarolo salient held after vigorous Austro German attacks on Tuesday as stated by the war office. The action involved intense bombardment and countermeasures as Allied forces defended the position.
Congress adjourned for a holiday recess until Jan 3 and turned to war legislation. The Senate moved toward submitting a national prohibition amendment and ordered new probes into railroad policy and merchant shipbuilding, with coal and oil land leasing bill fate set for Jan 7. The President celebrated the second anniversary of his marriage by remaining at home except for a theater visit to hear John McCormick for the Red Cross.
Reports from Russia outline the revolutionary and counterrevolutionary struggle with no clear victor. Peace talks begin at Brest Litovsk with Bolshevik and Teutonic representatives aided by German and Austrian ministers. On the Italian front Austro German forces renew a fierce assault near Monte Solavalo, repulsed according to Rome. German air raids reach London and southern England while U S submarine F1 sinks after colliding with F3. nineteen men die.
Washington reports the Food Administration endorses the old fashioned Christmas dinner. Turkey, goose and vegetables are urged to align with wartime conservation goals and fall on a meatless Tuesday, making it especially appropriate.
German air planes crossed the Essex and Kent coast about 6:15 PM Tuesday. Some raiders reached London and dropped bombs while English guns and planes engaged them. Reports of casualties and damage were not yet received.
London dispatch argues against appointing a single generalissimo for allied armies. It notes French disappointment but says centralization in Germany caused by German weaknesses and international friction would provoke suspicion and breakdowns in alliance. National pride and prejudice would erode cohesion if defeat followed foreign command.

Representative George H. Tinkham of Massachusetts, injured when an army automobile toppled 20 feet on the Italian front, arrived in Paris and plans a return ship to the United States. He commends Italian courage, says Austrian gains halted for winter, and credits Italy’s high command and strategy, warning economic strain could threaten Italy if trouble arises.
The Navy Department released the roster of those lost on the F-1, naming sailors from Texas to Washington and California ports. Survivors include Lieut A E Montgomery the F-1 commanding officer and others from New York to South Dakota, with several shipmates listed as survivors.
Chicago December 19 A Food Administration official urged farmers to hold back hogs to prevent price drops. J P Cotton head of the meat division stated hog prices would stay above 15 50 per hundredweight on Chicago market averages and cited transportation delays creating a market glut. He urged cooperation to maintain the minimum and avoid flooding the market.
Albert F. Gilmore reports Grace M Trankla who sued Clarence C Burger for pay as a practitioner is not a Christian Scientist. Investigation shows she is not a member of the Mother Church in Boston nor on the authorized practitioners list.
Andrew J. Peters, former assistant secretary of the treasury, won the Boston mayoral race over James M. Curley by about 9 000 votes in unofficial police returns. The contest proceeded on a nonpartisan ticket.
