Berne reports Germany is not starving but very hungry. The reporter notes food conditions vary by locality, with cities and munitions areas most affected. Farmers hide supplies, prices rise, and officials ration meat, eggs, and other staples while the poor rely on soup kitchens and aid.
Washington on December 4 reports curtailment of non essential industries to save fuel and transport will rely on indirect measures. A top down approach will ensure coal and rail movements to essentials with Garfield sending a preferred list to coal producers and railroads giving priority to coal shipments.
A report from the surgeon general’s food division says national army and national guard rations are excellent in quality. It notes mess and cook training in the guard camps are lacking compared with the army. The division’s officers visited 25 camps and spent two weeks in 12.
An official French cable reports American army engineers in the Cambrai sector during the Nov 30 German attack switched from rail work to rifle fire and fought with British forces. It notes many died bravely and all helped repulse the invader, praising their coolness discipline and courage.
Two United States army observation balloons broke free and drifted over Nebraska Kansas Oklahoma and back to Nebraska before being grounded. The Fort Omaha bag dragged miles of cable causing widespread wire damage while another smaller balloon carried two officers aloft from near Fort Sill. both crews unharmed as the balloons were recovered. The aircraft that broke the Fort Sill balloon’s tethering line was only lightly damaged and the pilot escaped injury.
The case of Count James Minotto, son in law of Louis Swift, Chicago packer, suspected of being an alien enemy, was ordered reopened by the bureau of immigration and referred back to Chicago for additional testimony. The action followed evidence from other government departments about his ties to German financial interests and his Italian citizenship claim despite Berlin residence. Pending new evidence, the prior findings remain undisclosed.
London figures from the War Office show British forces took 28,869 prisoners and 211 guns during November on all fronts.
Lord Lansdowne's call for abandoning some war aims and seeking peace before Germany's defeat drew universal condemnation in England and the United States. A former Governor General of Canada and of India and a five year foreign secretary, his past services fuel criticism that his letter could sway American opinion negatively. The "peace without victory" idea found no reaction in Washington.
In Petrograd Col Wiliam V. Judson, chief of the American military mission to Russia, says the US has no declared party favoritism and favors assisting Russia’s settlement of problems. President Wilson’s address to joint session will guide the early program. War declarations against Germany’s allies are anticipated but not immediately expected. House and Senate leaders indicate focus on war measures, with general legislation paused until after holidays. Fitzgerald of Brooklyn resigns as head of the appropriations committee effective Dec 31, to return to law practice. Swagger Sherley likely to succeed.
Reports from Amsterdam and Vienna say an armistice is in effect on the Russian front and German and British troops have fraternized. The British war office states East Africa is cleared of enemy forces. Four days of fighting on the Cambria front are praised as the bloodiest since Verdun and the first Ypres. Teuton assaults on Italy have ended.
Amsterdam reports an armistice agreed with the Russia army to begin Sunday at 10 p.m. and last for 48 hours to discuss lines, troop movements, trenches work, and air activity. Fraternization increased on northern and western fronts as negotiations with the Bolsheviks proceed. The torpedo boat Bditel nvi was blown up by a mine.
Thirteen convicts, six murderers, escaped from the Joliet state penitentiary and hijacked a Chicago Ottawa and Peoria interurban near Minooka on Monday night. They robbed passengers and crew, drove the car to Morris and abandoned it. A large posse including guards police and farmers hunted the fugitives. authorities suspect inside help and fear hiding in local homes.
Secretary Redfield reported to Congress that data for the Food Administration showed the fisheries bureau saved 10,000,000 fish in overflowed Mississippi lands from Homer, Minnesota to Friar Point, Mississippi during the past fiscal year. The report said at least 30,000,000 fish could be saved annually at very small cost.

Byng’s forces retake and hold sections near Bourlon as Masnieres remains contested amid catacomb fighting.
