The president goes to Congress for a conference with leaders at the Capitol over guaranteed road revenue. He rejects railroad officials counter proposal and the parties plan to renew negotiations on Monday.
President Wilson has reviewed executives' Monday reply and may propose a counter offer preserving an 8 hour day while offering roads as compensation, freight rate assurances, and a commission to settle future disputes. The executives likely would not accept such a counter. The workers' stance remains unclear but negotiation as a basis is possible.
Washington reports the railway strike threat deepens as executives refuse the president's settlement plan. Wilson met Senate leaders Kern and Newlands to press for a guaranteed revenue source to meet employee demands, with talk of a rate increase and a possible presidential address next week if the crisis persists.
Railway executives completed their reply to President Wilson’s plan and notified the White House they are ready. Wilson prefers a Monday meeting at 10 a.m. Brotherhood leaders plan a Sunday session. Congress may act depending on the outcome of employer and employee talks. The executives oppose the eight hour day with pay for ten, urging arbitration and wage increase concerns. In Nome Alaska on August 27 the Coast Guard McCullough heads to recover members of the Borden Lane Arctic expedition after their power schooner Great Bear wrecked on Pinnacle rock near St Mathew Island on August 10. Springfield Aug 27 Gov Duane declines to call a special session to permit Illinois guardsmen on the Mexican border to vote in the primary and fall elections. He says two thirds support was not forthcoming from legislators, receiving 129 favorable replies, seven short of the needed majority, with many silent or noncommittal.

In St. Louis on August 27 patrolman James Gallagher shot twice while pursuing escaped prisoner Edwin Depass. One man was killed and another wounded as they passed a streetcar. Depass was hit in the knee. Gallagher says only two shots were fired and one may have ricocheted into the car.
Social workers and society women will view the latest dances at a Chicago convention of the National Association of Dancing Masters. Officers say ministers should be informed about current dancing trends to avoid hostility to the art. New classic dances were demonstrated Saturday.

A Washington report claims Ramon Valdez aided a large land concession to a Spaniard named Fernandez, Havana agent for Japanese silk firms. Secretary Lansing ordered an inquiry into whether Valdez secured about 60,000 acres on the Atlantic seaboard opposite San Miguel Bay for a potential Japanese naval base.
Aug 27 Bremen reports the German submarine Deutschland completed an 8200 mile round trip to the United States with scarcely a scratch. Captain Paul Koenig said the ship arrived breaking blackened smoke and remains at Bremen alongside an Ocean Company tug for overhaul before the voyage back to America. Guards will monitor the vessel day and night to deter any allied spying activity.
Rev Thomas Clelland D D pastor of Knox Presbyterian church in Minneapolis died Saturday at 73. A leading figure in establishing the Presbyterian church west of the Missouri, he and Rev Sheldon Jackson helped found the movement and a Sioux City monument bears their names.
Captain Wade of the American steamer Pierce reported speaking to a submarine near Winter Quarter Light about 50 miles north of Cape Henry but got no reply. He believed the craft could be the German Bremen or an American submarine involved in fleet maneuvers off the coast.
