French Mangin forces attack from Fontenoy to Pimprez across about fifteen miles on August 20 pushing toward the Oise. Several thousand prisoners taken before noon as the first German line is crossed. Strong artillery preparation warned of the assault and German reserves were moved to defend the line.
Fred A Wolf and his two sons, Fred Jr and Paul, were arraigned on conspiracy to defraud the government over improper leather goods shipped to army cantonments. Bonds set at 10 000 each. preliminary hearing scheduled for 2 PM. Inspectors testified of faulty harnesses and saddlery.
Paris August reports Lieut Rene Fonck the famed French aviator shot down three German planes in twenty seconds. Escorted by two patrolling machines he attacked four two seaters, destroying the first in ten seconds, the second in similar fashion, and the fourth after a swift turn of the rudder. Fonck, 23, has a record of sixty downed airplanes and was cited as an ace after his fifth victory.
The American navy started air campaigns against German submarine bases in Flanders on August 15 with the bombing of Ostend. Reports say the operations were generally successful and that American crews excel in night bombing.

Washington Aug 21 The Senate and House will begin consideration of a manpower bill extending the army draft age limits to 18 and 46 next Thursday. The House committee closed hearings and nearly completed the measure with an amendment to defer service for youths 18 to 19 until all others are called. Debates are anticipated on the work or fight clause and the 18 year old deferment while both chambers push for executive discretion in calls. Anticipated passage in a day if possible.
The war department will establish laundries in all principal army camps and cantonments with a total budget of 5,754,990 dollars. Average construction cost is about 150,000 dollars per facility, reflecting a major standardization effort across military installations.
Manila reports protests by Americans lead promoters to cancel plans for a carnival next year.
Allied forces led by General Mangin push the line from Bailly on the Oise to the Aisne near Soissons, with French gains averaging two and a half miles and over 8,000 German prisoners. Paris report says French forces east of the Oise on a 154 mile front advanced about two miles and seized many villages. More than 8,000 prisoners captured. South of Roye Beauvraignes occupied after bitter fighting as the Avre front saw 500 prisoners in yesterday’s push between the Matz and the Oise.
British and French troops report successive breakthroughs east of the Oise and Aisne with gains including Bailly Carlepont Caisnes Lombray Blerancourdelle Vassens and villages along the Oise Arras and Lys routes. By Aug 20 more than 10 000 prisoners taken since Aug 18 as fighting continues on multiple fronts.
