Associated Press report from Washington notes Republican members of the House Ways and Means committee debated a five plan soldier relief package. The insurance plan, though called a misnomer by some, was seen as the most attractive. The average WWI veteran served about 400 days. under the insurance plan, a paid-up policy could reach about 1857 dollars after twenty years or be paid to heirs on death.
