The Amsterdam Telegraf portrays Holland at a pivotal crossroad with Belgium, urging unity around the government in danger. It warns against surrendering to need or dishonor, pledging that Holland will remain herself and defend peace rather than bow to threat.
A Copenhagen dispatch reports rumors of Grand Duke Alexis Nikolayevitch proclaimed Emperor in Petrograd, with Grand Duke Michael Alexandrovich as agent. Washington notes German schemes to restore a monarchy, aided by German funds and intrigue, amid shortages and uprisings.
Madame Marie K De Victorica, deemed a top German agent, was arrested in a fashionable Long Island hotel and brought to Manhattan as a dangerous enemy alien. Her maid, Margaret Sullivan, was held as a material witness. De Victorica, once known as De Vassiere, arrived in 1917 on Bergensfjord and allegedly spread German propaganda among Irish groups.

Signers include professors from Yale, Northwestern, Michigan, Amherst, and others, with E C Wilm of Boston University releasing the statement in Boston on April 28.
London April 28 The total British casualties in Tuesday operations against Zeebrugge and Ostend were 588. Officers killed 16 died of wounds 3 missing 2 wounded 29. Men killed 144 died of wounds 25 missing 14 wounded 355.
Washington April 28 The administration won a key Senate battle over the bill giving the President power to reorganize government departments and war agencies. Amendments to exempt the federal reserve board and the Interstate Commerce Commission were defeated 41 37 and 42 35 respectively. With passage seen likely, the Senate adjourned to Monday awaiting a final vote on the measure and further amendments.
Amsterdam reports a censored Berlin Reichstag session reveals dissatisfaction with the military administration. Scheidemann accuses war press of hiding errors and cites Ukraine discontent as well as border complaints. Gatheen and Erzberger decry Ukraine measures as ineffective and shocking. Von Winsberg insists on meeting demands for food by military means.
Washington April 28 Major General Barnett commandant of the marine corps listed twelve American losses in France. Killed in action were Corporal Allen W. Stone and Private Terry L Fischer. Private Stanis J. Cullerot died of wounds. Corporal Thomas Regan was severely wounded. Slightly wounded included Corporals Ernest E. Smithson Alfred J. Schneggenburger Caulde A. Miller and Privates Walter Klamm Raymond J. Hess Ross J. Turner Eldon L. Freel James P. Scroggs.
Washington reports 19 days of Liberty Loan campaigning closed with $7,175,877,050 pledged toward a $3 billion minimum and a target of $5 billion. Subscriptions totalled $146 million on Saturday, though some pledges lack initial payments. Districts show varied percentages, Chicago, St. Louis and Kansas City above target in parts, with flags awarded nationwide as officials expect final-day inflows.
London dispatch reports official statement on aerial activity noting limited flight due to thick mist on Friday front line operations. Two low flying German planes were brought down by infantry, and no British aircraft are reported missing.

Detroit April 28. Prosecution records show five women claiming ties to Helmut Schmidt, including three missing for over a year and a widow seeking to recover 3500 stolen from her. Schmidt, who died by suicide in Highland Park jail after arrest over Augusta Steinbach death, left an estate around 20000. Authorities probe Lakewood New Jersey and Detroit homes for possible foul play as they search for the other women. The claimants include Anita Schmidt of Lakewood in 1913, Margaret Darsch who came from Germany, Irma Pallatinus Schmidt’s housekeeper role, and Adele Ulrich Schmidt who says he posed as Emil Braun in Lakewood in 1914. Mrs Braun alleges life savings stolen. she and Steinbach girl knew Schmidt through a New York matrimonial ad. Police note Braun’s husband possibly acted as a government agent mapping fortifications on New York harbor. Schmidt worked as an engineer at a local auto plant at arrest.
A west bound New York Chicago and St. Louis train passed an open switch at Mooreheads ville and crashed into a freight train. Berger Nodstrom, 24, of Chicago, was killed. Four others were injured in the ERIE, PA, incident reported April 28.
British and French forces held firm on Friday near Voormezeele and Locre, denying the German push after Kemmel loss. Wehrmacht prepared for renewed assault while Allies fortified Mont Kemmel positions. In southern Flanders, British advances between Villers-Bretonneux and Hangard and French gains around Hangard marked a stronger Allied line, despite German divisions suffering heavy losses.

Butte Montana April 28 The workingmen's union here which planned a May 1 strike in protest of Mooney's death sentence has rescinded the plan after being informed May 1 is German labor day and a strike then would be seen as anti war by the Prussian press.
San Francisco on April 28 reports 21 leading hotels provided free tub baths with soap towels for all soldiers or sailors who apply. Baths will be available at all times hereafter to service members, as part of the war camp community effort.
Dublin April 28 The workless day last Tuesday fuels belief government will not draft conscription. Sinn Fein warns government intends to enforce conscription regardless. Nationalist leaders see war cabinet plans proceeding on a formidable scale and an order in council possible without Parliament. Anti conscription funds grow under Archbishop Walsh as trustee. Church and Ireland Gazette criticizes turning conscription into Protestant Catholic issue and predicts home rule will not soften opposition.
A large party of American airmen attended the funeral Saturday afternoon for seamen and marines killed in the Zeebrugge raid. Business was largely suspended during the services. Flag-draped coffins were carried in motor lorries from the market place to the cemetery on a three mile procession through Dover streets.
