New York April 23. A column argues that the U S regular army tolerates mean spirited officers who mistreat privates and National Guardsmen. It recalls a front line adjutant harshly rebuking a mud smeared lieutenant and suggests the system protects its own, promoting bias against junior officers.
SPRINGFIELD April 24 The highway department of the Illinois department of public works and buildings opened bids for road work on the Dixie highway between Danville and Chicago. Several hundred bids were received but the tabulation will take several days. Bids on the Lincoln highway west of Chicago will be opened later.
Buenos Aires reports Germany instructed Argentina to deliver interned German steamers to the United States. The American embassy announced readiness to take over the vessels, with transfer expected soon.
Secretary Baker and General Pershing praised the 33rd Division, largely Illinois National Guardsmen, for its World War I service from Somme to Meuse-Argonne. The Diekirch review precedes the unit's homeward departure, with Baker and Pershing acknowledging the division's valor in a homecoming welcome.

President Wilson declares United States stance on Fiume and eastern Adriatic islands. He argues Italy cannot expect the islands for security against Austria-Hungary, as Austria-Hungary no longer exists. New Dalmatian coast states to be created and must accept armament limits and protections for minorities under international sanction.
