Washington April 24 reports from federal reserve districts warn optimism could threaten the third liberty loan campaign. Official totals show nationwide subscriptions at $573,451,600 with districts listing large gains. cities like Detroit Kansas City and Chicago report high achievements while concerns grow over early curtailment.
A Vienna dispatch cites an Austrian explanation of Emperor Charles letter saying the Duchess of Parma drafted parts and the Emperor added lines. The report notes Clemenceau’s claim the letter was signed by the Emperor and describes journalists in Berne reacting to the publication as a “veritable bomb” prompting abdication talk.
Prof William Isaac Thomas of the University of Chicago was arrested with Pearl Granger in a downtown hotel on a disorderly conduct warrant. He posted a $100 bond, returned home to wife Mrs Thomas, who sheltered Mrs Granger. university circles expect no action until next week.

In Flanders Sir Douglas Haig’s army strengthens with French and British reinforcements as German attacks press along a narrow salient. Maj.-Gen. James D. McLachlin says Germans have scored but lack decisive gains, and each hour of delay diminishes their prospects while British and French lines hold the high ground between Wytschaete and Cassel.
In France near Toul, American forces repelled two major German assaults yesterday. Thirty six prisoners were captured as the Germans suffered heavy casualties while Americans endured six days of combat with strong artillery andgas shelling. The fighting shifted along the forest of Epermont and surrounding trenches as American machine guns and artillery pushed back attackers. French officers praised the American infantry and cooperation with artillery, some units forced to fight in gas masks amid prolonged bombardment.
CHICAGO April 14 Professor A E Ross of the University of Wisconsin recently returned from Petrograd where he was sent by the American Institute of Social Service to report on conditions there. He declared that Russian women are freer than American women and have led men in the present crisis. He quipped that if 300,000,000 yards of whiskers were clipped off in Russia and put in mattresses where they belong there would be less unrest.
Government prosecutors plan to re open the I W W trial in Chicago before Judge Lando Monday. With 112 defendants already before the court, three additional men arrested elsewhere are expected to be brought in to join the list.
