Springfield Illinois April 13 the new labor party of Illinois closed its first state gathering amid lively floor debate and a brief fist fight over a socialist resolution. The convention amended a resolution inviting socialists to join hands with the new party and referred action on Debs to the executive committee after heated discussion. Duncan McDonald said the fisticuffs arose from a personal dispute unrelated to the debate.
Washington April 13 Gen March identified Company 1 of the 339th Infantry as the unit that refused to return to front line trenches in the Archangel sector when ordered. Officers noted soldiers asked questions identical to Bolshevik propaganda. Murmansk dispatch says the Onda bridge south of Murmansk was rebuilt, restoring southern Allied rail links.
Nashville April 138 The Tennessee supreme court has rendered a decision which permits Sunday base ball in the state.
Paris April 12. The official summary of the covenant of the league of nations is issued. It outlines the league’s aims to promote cooperation and peace, membership rules, and structures. It covers assembly and council composition, voting, and procedures for arbitration and enforcement. It notes sections on armament reduction, territorial respect, and duties toward colonies and global welfare.
The revised covenant of the League of Nations confirms the Monroe Doctrine remains valid for peace, and the league will include belligerent and neutral states in an annex. Self-governing states can join with two thirds of existing members. withdrawal requires two years’ notice. Amendments require unanimous council approval and majority assembly support, and nonapproval frees states from amended terms while mandatories oversee German colonies and Ottoman territories.
At 2 30 this morning only part of the revised covenant was available. It notes that amendments require approval of all council states and a majority in the assembly. States dissenting from approved amendments are not bound and may cease to be members of the league.
Former President Taft lauded Samuel Gompers at a New York luncheon for stabilizing workers globally in 1915 and aiding wartime unity amid German propaganda. He urged collective bargaining and warned against anarchistic ideas, saying labor and capital must guard democracy. Gompers recounted the Paris conference fight by the American delegates to defend democracy and win broad support.
Washington April 13 The government asks the Supreme Court to hear arguments this term on the appeal from South Dakota Supreme Court decrees denying Postmaster General Burleson authority to raise telephone toll rates and enjoin four South Dakota companies from complying with the January 2 order. South Dakota authorities concur.

Paris April 12 The league of nations commission reports its fifteenth meeting under President Wilson. Articles 11 to 26 were examined and a committee to draft league organization was formed. The new text has 26 articles and clear statements of principles formerly implicit. The covenant is ready for plenary conference after finalizing French and English texts.
An Associated Press report from Berne dated April 12 notes the anti Roltshe Wiki movement among Bavarian peasants and middle classes is growing. Several garrisons have declared for Premier Hoffmann's government.
Revenue Commissioner Daniel C. Roper says wartime prohibition cannot be effectively enforced without Congress creating an enforcement agency. He notes licenses for manufacturing prohibited by the act will cease July 1 unless the operation is stayed by the President or Congress. Several officials urge postponement and possible proclamation of demobilization to halt enforcement. (Continued on Page 2.)
Washington April 18 Gen March announced demobilization has reduced total American army strength to 1,980,506 as of April 8. Since Nov 11, 686,114 have sailed home and 605,772 landed. Discharges total 1,925,000 with 1,701,469 returned to civil life. Health in expeditionary forces praised. in US conditions are very good.
At St Johns Newfoundland British aviator H G Hawker postponed his Sopwith Atlantic crossing attempt from six this evening to tomorrow due to changing weather. Earlier preparations aimed to begin at five but were not complete. If conditions improve, a Sunday start is planned.
London April 12 The Ukrainian Soviet forces have captured Simferopol capital of the Crimea and Eupatria 38 miles west northwest of Simferopol with considerable booty according to a Russian government wireless communication today.
A dispatch from Darlla reports the provisional revolutionary central council at Munich orders all bourgeois arms to be surrendered for 24 hours amid ongoing upheaval. The move signals intensified efforts in the capital as authorities tighten control and seek to quell resistance.
Paris April 12 The League of Nations commission rejected the Japanese amendment on racial equality in the covenant. Despite Japanese insistence and debate, several members opposed its specific inclusion, making unanimous approval impossible and the amendment not adopted.
Washington April 13 The state department denied a report that Ayres Bridges and Company of Boston had charged American interests with British cable censors using commercial cables. Lord Reading British ambassador flatly denied suggestions that British censors shared American trade secrets with British interests and called for no investigation.
Washington April 13 The American army in France on the day the armistice was signed held 83 miles of battle front, 21 percent of the line. Gen March lists the front between the allies as French 43 percent United States 33 percent British 24 percent Belgian 6 percent. On Oct 10 Americans held 28 percent. reduction due to concentration for the Argonne drive.
